Add all ingredients excluding the beans to an electric pressure cooker making sure to add the salsa last. Cook on high pressure for 9 minutes and force release after 2 minutes then add beans. This can also be cooked in a pot conventionally on the stove: Just cover and bring to a boil then simmer until all the water is absorbed. (about 30-35 minutes) Add beans.
*optional* As soon as the rice mixture is done cooking, add shredded romaine or iceberg lettuce and mix. Can be topped with more salsa, taco sauce, or fresh tomato.
